Author Guidelines

General provisions

The Editorial of Surgut State University Journal considers only original, previously unpublished scientific articles corresponding to the journal scope. The Editors of the journal do not consider articles simultaneously submitted to other publishers, as well as articles, the major part of which has already been published somewhere else in full or partially, as well as articles generated by AI. 

Articles for Surgut State University Journal issues are accepted throughout a year. Editorial Board makes a decision on publication of an article based on a favorable conclusion of reviewers. Accelerated publication of articles is not provided. If the editorial portfolio is full, the publication may be moved to subsequent issues. The number of issues per year is 4.

Articles on Law should contain 10 000–20 000 printed characters with spaces, and Economics articles should have 15 000–30 000 characters including spaces. This includes abstract, keywords, references, and figures. The editorial board determines whether to publish articles up to 50 000 characters with spaces.

The article has to have academic novelty, be relevant to the problem statement, and clear in its presentation. The article should not contain confidential information that constitutes state, official, commercial secret and is not subject to publication in accordance with the current legislative acts of the Russian Federation.

The authors are responsible for the content of the article, authenticity, objectivity and validity of the published materials, for the reliability of the results, absence of plagiarism/falsification and correctness of references to the cited works. For all categories of authors, publications are free of charge, no royalties are paid. One author (individually and in co-authorship) cannot publish more than one article in the journal during a calendar year.

The article submitted by the author is checked for compliance with the rules of formatting. Articles that do not meet the requirements are returned to the author without review. Correctly formatted articles are submitted for review. The Editorial does not engage in discussion with the authors of rejected articles.

The Editorial reserves the right to shorten and edit articles. The text corrected by the editor along with comments is sent to the authors for 2–3 days for approval.

Before submitting an article, the author should read the text of the author's agreement (public offer) on publishing author's materials in Surgut State University scientific journals, as well as the standards of editorial ethics and the procedure for reviewing articles adopted by publisher. The submission of the article to the editorial office of the Surgut State University Journal confirms the full consent of the author/author's team with the terms of publication of the article in the journal.

Full texts of articles are available in open access on https://www.surguvest.ru, Electronic Library of Surgut State University, Russian State Library, Scientific Electronic Library “CyberLeninka”, eLIBRARY.RU, Google Scholar, CNKI Scholar. Information about published materials is included in the Russian Science Citation Index (RSCI).

Article submission procedure

The article should be submitted to the editorial office in electronic form (extension *.doc, *.docx, *.rtf) via the online form at https://www.surguvest.ru. To send an article it is necessary to register on the website beforehand.

Additional files required:

- Cover letter, (download the form) in which the information about the authors should be indicated. File should be named: Surname, initials of the first author_cover letter.

- all figures/graphs/tables (in editable format). File should be named: Surname, initials of the first author_Figure 1, Surname, initials of the first author_Table 1, etc.

Stages of article review

Verification of the article text

All articles submitted to the editorial office of the journal are initially checked for compliance with the requirements of the journal and for authenticity in the “Anti-Plagiarism” system. The authenticity of the article should be at least 75%, otherwise the article will be rejected. The volume of self-citing, provided that all references are correct, must be no more than 25%. In case of non-compliance with the rules of formatting, the editorial board has the right to refuse the article or to provide its corrections, which should be corrected by the author before peer review.

Peer review

All articles that have passed the initial selection are sent to the expert examination according to the subject of the scientific research and undergo mandatory peer review. The type of reviewing is double-blind (the author does not know who their reviewer is; the reviewer does not know who the author of the article is). Articles are sent for review in the order in accordance with the work schedule of each journal issue. All reviewers are acknowledged experts with publications on the subject of the reviewed article within the last 3 years.

The editorial office sends copies of reviews or reasoned refusals to the authors of the submitted articles, and is also obliged to send copies of reviews to the Ministry of Education and Science of the Russian Federation when the editorial office receives a corresponding request. The reviews are stored in the editorial office for 5 years.

After reviewing the manuscripts, if necessary, they are sent to the authors for improvement and correction of errors. The corrected version of the article should be returned to the editorial office of the journal within the established deadline, which is indicated by the editorial office by email. If the revised article is not submitted by the author within the specified deadline, even if there is no information about the refusal to revise the material, the article is rejected by the editorial. Upon receiving a favorable review, the editorial office of the journal informs the author by email.

Acceptance of the article for publication

The presence of a positive review is not a sufficient basis for publication of the article. The final decision on acceptance of the article in the issue after reviewing is made by the editorial board of the journal and, if necessary, by the Chief Editor.

After the decision to include the article in a particular issue of the journal, the author is notified by email.

Changes in the article at this stage are possible only by agreement with the editorial office.

Editing, proofreading, translation, layout

The editorial office reserves the right to shorten, edit the articles accepted for publication to improve their quality. Articles accepted for publication undergo editorial preparation – editing and data verification, proofreading, formatting, translation check and layout. The final version of the article layout is sent by email to the author for review and approval. Authors responsible for correspondence need to coordinate articles with all other co-authors. The approval process takes 2–3 days, following which, in case of no response from the author, the article in the layout is automatically considered approved by the author for publication.

Article structure (download template)

Title of the article

The title should briefly and accurately reflect the content of the article, the subject and results of the scientific research; it should be in bold. Abbreviations or shortenings are not allowed.

Full name of authors and organization names

- first name, patronymic and surname of the authors of the article (in full) should be italicized and bold;

- the author responsible for correspondence and their email address should be indicated by a conventional image of an envelope;

- name of the organization where the authors work or study (without designating the form of the legal entity), city, country.

 

  1. Abstract. Should reflect the main aspects of the article content: the subject of the research, aims and objectives, methodology, results and conclusions. It is obligatory to describe the specifics of the author's approach, academic novelty and the main results of the study. It is not allowed to use abbreviations. The text of the abstract should be clear and concise, free of secondary information (up to 250 words).
  2. Keywords: 3–15 words or phrases that will contribute to proper cross-indexing of the article. Keywords should correspond to the topic of the article and reflect its subject, terminological area. Do not use general and polysemantic words, and participial constructions. Keywords are separated by commas. No full stop is used in this section.
  3. Acknowledgements: authors may express their gratitude to people and organizations that contributed to the publication of the article but are not the authors. The particular contribution of the participant should be indicated.
  4. Funding: if the research is funded by a commercial organization, a government organization, or a foundation, it must be indicated (without the amount of funding).
  5. For citation: filled in by the editorial office.
  6. The main text of the article is presented in Russian in a certain sequence:

INTRODUCTION

It is necessary to substantiate the relevance of the research, to clearly state its specific aims and objectives; to present a brief review of previously conducted research on the problem, developing the discussion and reflecting the author's awareness of the topic under study, with references to previously obtained results, expert opinions; to describe unresolved or requiring clarification aspects of the problem.

MATERIALS AND METHODS

It is necessary to provide specific and detailed information about how the author fulfilled the aim of the study; provide details about the object of research, materials (data) used; describe the methods applied; indicate the sequence of the study and substantiate the choice of methods used.

RESULTS AND THEIR DISCUSSION

It is necessary to present the results obtained in the course of the conducted work. The results of the research should be described as comprehensively as possible, reflecting all stages of logical reasoning of the author. The results obtained by the author should be compared with the works of predecessors, revealing both the novelty and objectivity of their work. Propose, explain, and substantiate the working hypothesis; include tables, graphs, and other statistical data as needed.

CONCLUSION

It is necessary to conduct a comparative analysis of the aims and objectives that were set at the beginning of the work and the results obtained at the end of the scientific research; present the author's conclusion on how, in their opinion, the conducted research complements the existing scientific context. It is also desirable to include future research prospects on the topic in the final part of the article.

References is the list of resources that are mentioned, discussed, or cited in the main text of the article. Bibliographic information about these documents is prepared in accordance with the requirements of GOST R 7.0.5–2008 “Bibliographic entry. General requirements and rules of formatting”. The journal also adopts the Vancouver style for translated variant of References. Bibliographic references in the text of the article are marked with square brackets, indicating the number of the source in the references list (for example, [2]). If the reference is given to a specific fragment of the text in the document, the reference indicates the number of the source and the pages on which the object of the reference is placed, the information is separated by a comma: [10, с. 81]. If the reference contains information about several in-text references, a comma separates groups of information: [1, 3, 14]. References should be primarily to original sources from scientific journals included in the global citation indices. The minimum number of references is 8, the maximum is 40. References in the list are given strictly in the order in which they are cited in the article. All resources included in the references list should be referenced in the text. The literature search depth should not exceed 10 years. Reference to earlier sources is possible only for classical works in the absence of analogues for the last 10 years.

The name of the resource can be both transliterated and translated into English. If the source has a translation in English, it is necessary to indicate it. It is possible to use automatic transliteration with the help of https://transliteration.pro/. The names of foreign authors are not transliterated and are given only in their original form.

About the authors provides additional information about authors: academic titles, degrees, honorary titles, membership in organizations, job position, etc., email, ORCID-identification code. Those who do not have a unique ORCID-identifier should obtain one by registering at http://orcid.org.

Formatting of tables and figures

Figures

  1. Figures should be consecutively numbered. If there is only one figure in the article, the numbering is not written.
  2. Figures should be linked to the text by a link that is placed before it (e.g., Fig. 3).
  3. The figure caption consists of the abbreviated word “Fig.”, serial number and thematic title (in bold, centered).
  4. There should be a note under the figure, in which it is necessary to indicate the author's affiliation.
  5. All figures should be of good quality.
  6. Scanned figures are not allowed.
  7. Both colored and black and white figures may be used.

Tables

  1. Tables should be numbered consecutively. If there is only one table in the article, the numbering is not written.
  2. Tables should be linked to the text by a reference that is placed before it (e.g., Table 2).
  3. Table caption consists of the abbreviated word “Tab.”, ordinal number and thematic title (bold, centered).
  4. There should be a note under the table, in which it is necessary to indicate its author.
  5. Tables are presented as editable text, not images.
  6. All columns and rows in the table should also have headings.

Technical layout

  1. The text of the article should be typed in Microsoft Office Word, 12 pt Times New Roman font, single spacing, 2 cm margins, 1.25 cm paragraph indent, width alignment.
  2. Titles of figures/tables/graphs/diagrams are aligned in the center, font is bold, without a full stop. In the appendices, the font is normal.
  3. Only standard, generally accepted abbreviations are used in the text of the article. The full term, instead of which the abbreviation is used, should precede the first mention of this abbreviation in the text.

     4. The use of colored fills and highlights is not allowed.

  1. Units of measurement shall be given in accordance with the International System of Units (SI).
  2. All words within a paragraph are separated by only one space. No spaces before the punctuation mark, one space after the punctuation mark.

Retraction of articles

In case of detection and confirmation of plagiarism, falsification of data or other serious violations, the article is retracted. The article itself remains on the journal's website and in the eLIBRARY.RU library, but on the page where it is uploaded, it is indicated that the article is retracted, the reason and the date of retraction. The initiator of retraction can be the authors of the article themselves; authors from whose works the plagiarism was done; the editorial board; any reader of the journal who has discovered a violation of the ethical code of the journal (via the “Write a complaint” service). The retraction procedure is carried out within 5 business days. After the article is retracted and the relevant information is placed on the journal's website, the editorial board sends an official letter to RSCI.
