In the article the currently in force pay system in budgetary institutions of higher education of the Khanty-Mansi Autonomous Okrug - Ugra is analyzed and innovations in this field are proposed. In the article an overview of the main projects carried out in Khanty-Mansi Autonomous Okrug - Ugra aimed at accelerating the development of timber industry in the period from 2000 to 2014 is presented. Also the results of its current state analysis, the main conclusions and prospects are given. On this basis we propose a number of steps to bring timber industry complex of the autonomous region to a new level, allowing this sector to become one of the area movers, ensuring the implementation of the policy of diversifying its economy.

The present paper contains a geopolitical and geoeconomical importance factors description of Arctic and Far North territories for the Russian Federation. The problems that hinder the use of these factors in the interests of the Russian Federation are shown. It is demonstrated that the development of infrastructure in this region should take into account the possibility of its common use for military and commercial goals.

The article deals with the migrational increase of population in the regions of the Extreme North and equivalent areas in 2000-2015. We consider such types of migration as intraregional, transregional, with the ex-USSR countries and with other countries. During the considered period the net migration was negative (near 880 thous.) for the population has been increasing only because the migrational exchange with the ex-USSR countries was positive. As a result the active state policy is needed. At the conclusion some measures to decrease the migration outflow are given.
