Abstract

The aim of the study is to update the ideas about the tools of anti-inflationary regulation and the mechanism of its impact on social and economic development, allowing for the development of recommendations for improving methods of studying monetary policy in the context of monitoring research trends. Instability of the dominant economic development paradigm is amplified by the increasing interconnection of financial, economic, social, and environmental issues, as well as a large-scale geopolitical dispute, which leads to changing the problem-solving tools and methods for anti-inflation regulation and considering the consequences of applying individual tools and their combinations. The study examines foreign practice in using tools for anti-inflationary regulation, identifies the Russian approach to anti-inflationary regulation, discusses characteristics of anti-inflationary regulation in other countries, and emphasizes directions for improving methods of increasing the effectiveness of monetary policy based on the results obtained.
In the course of the study, general scientific and general logical methods of theoretical research were used to detect patterns in the manifestations of inflationary processes and the consequences of the use of anti-inflationary regulation tools. It was established that modern monetary policy should be much broader than purely monetary regulation, and the improvement of its methodological measurement should be expanded using non-monetary methods and justified by a combination of monetary and non-monetary methods.

Abstract

The article studies the current state and future prospects for implementing the Environmental, Social, and Governance principles in Russia. The authors identified limitations for the full implementation of these principles in Russia by studying foreign practice and analyzing their application in domestic practice. Implementing green banking products, developing environmental projects in organizations, and greening economic activity in general are the prospects for implementation of the Environmental, Social, and Governance principles as stated by the authors. The study’s findings can be used to advance theoretical and empirical developments in the implementation of Environmental, Social, and Governance principles.

Abstract

Despite the recent upward trend in decreasing oil and gas revenues in the federal budget, their share remains significant. The global energy market faces dramatic changes, with the United States of America and the European Union declaring a total economic war on Russia in order to reduce Russia’s influence on the European gas market, as well as the European Union announcing an embargo on Russian gas. Gas deliveries to European Union countries were halted due to sabotage on gas pipelines and Ukraine’s refusal to receive gas through the stations of the Luhansk People’s Republic, which became part of Russia. The European Union and the United States of America are attempting to set a price ceiling for Russian gas and oil in order to stop the rise in energy prices caused by ongoing demand for them. At the current moment, the European Union has set a price ceiling for Russian oil at $60 per barrel. The aim of the study is to examine the dynamics of changes in oil and gas revenues in the federal budget since 2010, as well as the impact of the current global energy market situation. The article analyzes types of the budget revenues based on price and quantity. According to the study, despite a decrease in energy supplies, budget revenues are increasing due to a price increase caused by Western sanctions.

Abstract

The article discusses the main aspects of the card payments development in Russia for the first half of 2022 while Russian banks face sanctions. The dynamics of payment transactions for goods and services performed in Russia using plastic cards issued by Russian credit institutions, the Bank of Russia, and non-resident banks for the first half of 2022 is analyzed. The study proposes a forecast for the development of banking business in Russia in current situation.

Abstract

The article studies and classifies the criteria for assessing the effectiveness of tax expenditures. As a result of the study, four groups of criteria are identified: methodological, mathematical, coordinating, and consultative. These groups correlate with the effect of tax exemptions, form a systematic approach to providing monitoring and assessment of tax expenditures, and favor an increase in the accurate assessment of their effectiveness.

Abstract

The essence of intermunicipal cooperation is studied. According to the territorial criteria, the article distinguishes such intermunicipal properties as regional, interregional, all-Russian, and international. In addition to that, the Surgut budget balance is assessed. The balanced budget has decreased in 2019‒2021 according to the study’s findings. Gratuitous receipts and additional standard contributions from tax revenues have a financial impact on the local budget. A model for municipal cooperation is developed. The possibilities for increasing the local budget balance through such cooperation are analyzed. Intermunicipal cooperation allows reducing municipality’s expenditures, as shown on the example of creating an intermunicipal limited liability business company in the field of funeral services. Thus, resulting in improving of the budgets balance.

Abstract

The article deals with the financial aspect of establishing a new stage of development in the global economy, which applies approaches and tools that differ from the traditional process. Existing methods that determine the key features of a new economy are analyzed. The history of and trends in developing theoretical materials on the issue are assessed. An alternative view on the modern aspects of the development of both the university and post-university educational environment is substantiated. The hypotheses of a person’s further evolution in terms of preferences, knowledge, skills, and self-realization are analyzed and added. The role of the financial component in the era of virtualization and digitalization of economic processes is determined. The financial aspect of the issue is considered through the emergence of various virtual funds, the popularization of their use in national and international settlements, while reducing the role of government intervention in these processes. The focus is on the emergence of a new “virtual world” product G /, which is facilitated by the new monetary unit M / /.
