Abstract
The article describes the interrelation of cluster designs and technology platforms in terms ofreindustrialization state policy and high-tech development. The foreign experience in the evolution of technology platforms and clusters, the possibility of its application as a “starting point” giving the specific features of the national economy, is provided. The need for linking subordination of technology platforms - cluster designs for leveling the factor of their functioning disconnection under the conditions of the modern Russian economic space is shown.

The article describes the current state of the foreign trade activity in the Republic of Tajikistan. The role of logistics centers in increased export potential of agricultural products in the Republic of Tajikistan is considered. The structure of exports in the Republic of Tajikistan in recent years is analyzed. The research approves the need to create logistics centers for storage and processing of agricultural products.

Abstract
The paper considers functioning features of public law entities that have a direct impact ontheir financial stability. The main principles of the assessment model of financial stability based on calculations of free cash flow, allowing taking into account the selected features and obstacles to this, are defined. The modified model based on calculations of free cash flow that is used to assess the financial stability of public law entities is presented. This model allows obtaining reliable results and make timely and effective management decisions in respect of territories, with re-gard to the norms of the current budget legislation and such tool as the “budget”.

Abstract
The article is devoted to the problem of uneven economic development of regions of the Rus-sian Federation based on the Republic of Crimea. The authors identified main reasons for development unevenness as the dependence of the region on mining, lack of labor, environmental pollution, loss of competitiveness, growth of unemployment and the dependence of the region’s economy on the world market condition.

The urgent need for modernization of the Russian economy is associated with major purposes such as improvement of the competitive strength of the country at international scale, as well as support of its defense and national security. Abstract
The article analyzes the potential of the Eurasian Economic Union, created for the conver-gence of national industries into a single complex and the formation of a common supra-national policy for the economy development. The work reveals that the leader in the animal production per capita is the Republic of Belarus, while the Russian Federation ranks the last for selected indicators. In conclusion directions for the development of the supranational agricultural policy of the Eurasian Economic Union are proposed.

Abstract
The article gives an overview of the housing construction industry state in the Khanty-Mansi Autonomous Okrug - Ugra, examines forms of state support at the regional level. The authors conclude that there are significant risks for the further development of the industry under conditions ofhigh interest rates, requirements strengthening for developers to raise funds from private investors, as well as the lack of clear prospects for structural restructuring of the region's economy.

Abstract
The article considers the background and reasons for the bankruptcy of the airline “VIM- AVIA”. By analyzing the organization's accounting (financial) reports, the author identifies themain facts of economic life that contributed to its unsustainable financial position. Possible schemesfor funds withdrawal by owners, which could have been applied over the course of the airline's work, are studied. Several factors that represent an unsound financial condition of airlines are de- fined.

Abstract
The article describes the issues of judicial bodies in unrecognized states, formed in the Post-Soviet area in terms of identifying and analyzing the legal principles that are the basis of the judicial power. The author comes to the conclusion that the principles of organization and maintenance of general jurisdiction courts in these unrecognized states should function as theoretically justified and statutory factors, which set limits and limitations on the functioning of various system elements of courts.

Abstract
The article is devoted to the Constitutional Court of the Russian Federation practice imple-menting the interpretation of the Constitution in the hermeneutics. A theoretical and legal analysis of the status of the Constitutional Court Ruling is conducted; the mechanism for defending rights of citizens in the event of a divergence of views between the Constitutional Court of the Russian Federation and international judicial bodies is studied. It is concluded that the Constitutional Court has the special role in hermeneutics and legal science.

Abstract
The subject of the article is the list ascertainment of main law characteristics of a participantof public control as a social inspector and the definition of peculiarities and gaps in the legal regulation of his status in the federal legislation and regulatory legal acts of the Subjects of the Russian Federation. The scientific novelty of the article is a concept of functions division for a social inspector and a community expert in the context of a systematic approach to the forms of citizens' participation in exercising the powers of public authorities and tasks distinction of civil and public control. The need for the formation of a regional register of social inspectors is demonstrated, the main procedures and guidance for their work are formulated.
