The paper is devoted to some issues of non-profit organisations in competitions participation for grants receipt. The author considers some issues of law enforcement and gives suggestions for its solution.

In the paper the issues of the population participation in local self-governance by electing elders of certain territorial settlements are considered. Elder is a new person in the structure of the local self-governance, whose legal status is determined by municipal legal acts. In the article the results of the survey of the Russian Federation municipal entities councils, conducted by the representatives of the National Congress of municipal entities, regarding the effectiveness of the introduction of the elders` institute in Leningrad region are presented.

In the paper the ethnic identity concept as a constitutional right of indigenous people, the problems of its adoption in the legislation of the Russian Federation are analysed. Nowadays these rights make it possible for ethnic communities to remain as specific ethno cultural societies and for individual to be the part of the culture.
