Abstract

The study aims to estimate the compliance of the Russian Federation’s financial sector with the climate agenda. The objectives are the following: analyzing the features of a current stage in the imple-mentation of sustainable development principles into banking operation according to the global agenda; emphasizing the features of the implementation of the Environmental, Social, and Governance principles in the financial sector; compiling methodical guidelines for improvement of Environmental, Social, and Governance rating. The subject of the study is the process of integrating Environmental, Social, and Governance principles into the financial sector. The object of the study is the relevance of the climate agenda and sustainable devel-opment in the financial sector of the Russian Federation. Research methods included general scientific methods of analysis and synthesis, induction and deduc-tion. Comparative analysis of the results of foreign and Russian studies on issues of modern approaches to the evaluation of borrowers’ creditability in general as well as compiling Environmental, Social, and Governance ratings in particular was used as the main applied method. The findings highlight the need to enhance the criterion aspects of the methodologies utilized in each of the principles (social, governmental, and environmental) in accordance with the distinctiveness of the Russian economy and its current stage of operation. Identifying disadvantages and directions for improvement of Environment, Social, and Governance ratings will allow achieving global goals to reduce carbon dioxide emis-sions and for developing new energy sources.

Abstract

The differences and intensity of structural shifts in the sectoral structure of the gross value added of the economy of the subjects of the Ural Federal District are assessed using the Ryabtsev index. Five approaches to assessing such differences are proposed. The Ural Federal District’s sectoral structure differs by far from that of the Russian Federation. The study identifies the Ural Federal District’s subjects with the greatest and least similarity to the sectoral structure of the Ural Federal District as a whole, as well as those with the greatest and least differences from the sectoral structure of the Ural Federal District’s subject that has the prevalent share in the structure of the gross regional product of the district. The insignificance of annual shifts in the sectoral structure of the Russian Federation, Ural Federal District, and its subjects, which took place in 2016‒2020, has been established. The study is based on data from the Federal State Statistics Service. In practice, the results obtained may help solve a set of issues related to spatial development by establishing a comprehensive structural policy for the Ural Federal District’s subjects.

Abstract

The article presents the author’s approach to determining possible scenarios of developing a social and economic system in the context of global transformation. The author’s point of view is based on the hypothesis that a modern stage of globalization basically presents the process of global trans-formation and/or changes in geopolitical, economic, technological, social, and other areas. The process is substantiated by the non-biased development of social and economic systems, resulting in a shift in leaders of globalization a dramatic change in members of globalization, and the formation of new geopolitical centers of influence.
The article provides time and content descriptions for three proposed probabilistic basic scenarios that address manifestations of global transformation in various areas. The author adheres to a realistic scenario. The article presents the results of theoretical and methodological comprehension of the global transformation process in the framework of a more extensive study on the effect of globalization on the evolution and devel-opment of a social and economic system.

Abstract

The article analyzes the information sources in order to analyze the financial situation of Eurasian Economic Union members. The issues associated with acquiring such information are discussed. There is a need to compile a unified register of the financial statements of legal entities in the Eurasian Economic Union. The discrepancies and contradictions in the structure of financial statements are thoroughly ex-amined. It is suggested that the structure of accounting financial statements used by organizations in Eurasian Economic Union countries be converged. The article emphasizes the lack of methods for assessing the financial state of business partners from Eurasian Economic Union countries. The study proposes a set of methods, which consist of several stages, for assessing the financial state of possible coun-terparties from the aforementioned countries. The methods can be used by Russian organizations when searching for foreign partners.

The subject of the study is the mechanisms and ways in which digitalization impacts the financial sustainability of oil and gas enterprises in the Northern region. The study aims to develop methods for assessing the financial sustainability of oil and gas enterprises in the Northern region under digitalization. The scientific novelty of the study includes the development of methods for assessing the financial sustainability of oil and gas enterprises in the Northern region under digitalization that are based on the calculation of integral indicators and the construction of an enterprise sustainability matrix, considering the factors that affect its financial stability in the context of digitalization.

Abstract

The article discusses peculiarities in methods for assessing the investment project of the industry enterprise, which include establishing criterial basis, requirements for measurable indicators, and methods of integration and estimation. The study aims to develop a set of methods for assessing the investment project of a gas producing enterprise in the context of its sustainable devel-opment in the industry. The authors define the basic criteria and principles for selecting estimate indicators based on data quality and accessibility. The most common data collection methods, such as the CRAAP (Currency, Relevance, Authority, Accuracy, and Purpose) test, Kent method, and ma-trix method, are described. The data gathering approach is substantiated using the analytic hierarchy process, and three groups of estimate indicators are selected to comprehensively analyze the investment project, taking into account the concept of sustainable development of the enterprise in the industry. The groups aforementioned include assessments of engineering and economic, social, and environmental aspects of effectiveness. The engineering performance when implementing the invest-ment project demonstrates the innovative effectiveness, inter alia, driven by digital technology. The method proposed is tested on the example of an investment project for the design and development of a gas-condensate field. As a result of the study, the authors have determined an increase in the substantiation of implementing the investment project. In the conclusion, the authors discuss a possible way to correct the estimate indicators, which consider the peculiarities of implementing the enterprise’s project and activities.

Abstract

The study aims to analyze and systematize the development of the investment theory, starting from the period of mercantilism and up to the modern approaches. Changes in understanding the role of investment in the context of the economic digitalization are in the focus. The article discusses the key stages in the development of the investment theory, defines the main concepts and models that have influenced the formation of the modern investment theory. In conclusion, current trends in the investment theory and their role in the development of the national economy are reviewed.

Abstract

The study aims to examine the environmental threats to social and economic human well-being in today’s unclear circumstances, as well as find a leveling tool for the business ‒ state ‒ society system. At the present stage, the most significant environmental threats in various regions of the world are identified as follows: increased carbon and methane emissions, air pollution, and lack of public water access. A comparative analysis of effects on the environment and the achievement of environmental goals in sustainable development in various countries is carried out. Russia’s place in the ranking of spreading environmental threats is determined. Financial and implementation trends for measures aimed at protecting environmental wellness and eliminating environmental threats in Russia are analyzed. The study reveals an increase in the state’s budget spent on environmental protection from 2010 to 2021, as well as in the commissioning of water and air pollution protection facilities, including sewage treatment. A decrease in the circulation water supply system and trapping and processing facilities for end gases’ harmful substances is detected. The authors have determined that Russia is far behind developed countries in the European Union in terms of environmental innovations implemented by organizations. Based on the positive practice of foreign states, directions for supporting social and economic human well-being are substantiated through the implementation of measures aimed at preventing environmental threats’ onset and spread.

Abstract

The study aims to develop tools (including digital ones) for the implementation of well-being technology in organizations based on the findings of a survey on the application of well-being concept and its effect on the employees’ wellness in remote workplaces to ensure the sustaina-ble development of the region (Khanty-Mansi Autonomous Okrug ‒ Ugra). The object of the study is the personnel of air industry organizations in Ugra. The subject of the study is the effect of well-being technology on the air industry personnel’s performance to achieve sustainable development in the region.
The study has shown that well-being technology is not quite developed in the Ugra labor market and requires a dramatic change in the set of remote workplaces. Well-being programs will allow employers to improve their employees’ physical and mental health and increase their commitment, motivation, and performance, thus resulting in the sustainable development of the region’s economy. The study presents the authors’ logical scheme for the development and implementation of well-being technology in organizations with remote workplaces, as well as possible risks, methods to minimize them, and an approach to supervising and collecting feedback from employees. Chatbot is developed in Telegram as a digital support for the integration of the technology into the employees’ management system.

Abstract

The object of the study is the social relations arising during the prosecutor’s super-vision over entrepreneurial activity. The study aims to analyze the status of an individual entrepreneur as a subject of legal relations arising during the prosecutor’s supervision over law enforcement and civil rights provision. The subject of the study is materials from prosecutor’s and law enforcement practice, statisti-cal data on the issue of law violation by an individual entrepreneur, regulations of legislation in force, and academicians’ perspectives on the matter. The authors emphasize contradictions in viewpoints on the issue of the possibility to supervise law implementation by individual entrepreneurs and the ambiguity of legal regulation of an individual entrepreneur’s status. At the same time, according to the data provided, there is no doubt about the need for a prosecutor to supervise how individual entrepreneurs follow the law, given the latter’s substantial number of law violations. The results of the study demonstrate that the legal status of individual entrepreneurs as special subjects of legal relations requires particular regulation. The authors suggest adding individual entre-preneurs in the list of subjects in “Subject of the Supervision” in Article 21 Part 1 and Article 26 Part 1 of the Law on prosecution due to the specificity of such subjects’ legal status, which differs from that of individuals and legal entities, and the need to provide prosecutor’s supervision.

Abstract

The article discusses the foundation for the establishment and legal regulation of monitoring the state of the native habitat and the ecological situation in areas of traditional residence and traditional economic activity of indigenous peoples, as well as the directions that contribute to the creation of the necessary conditions for the activity of indigenous peoples in such monitoring. To access the state of the indigenous peoples’ habitat, it is possible to use data obtained from the state environmental monitoring, social and hygienic monitoring, monitoring that incorporates state control (supervision), and independent monitoring of the environment’s state carried out by the individuals of the indigenous peoples. The author suggests the improvement of legal regulation in terms of definition and legal consolidation of the concept of monitoring the state of the native habitat and the ecological situation in areas of traditional residence and traditional economic activity of indigenous peoples.

Abstract

The article is devoted to the issues of qualification of road traffic and vehicle oper-ation offences. The author substantiates that an analysis of judicial practice in such category of crim-inal cases in terms of understanding the reasons for acquittals pronounced by the court determines the issues of classification of road traffic and vehicle operation offences. The author generalizes new evidence on the topic in question, such as data from official judicial statistics from 2018 to 2022, cases from court practice since 2018, and studies of Russian authors since 2014. The author analyzes the available points of view in the literature as well as materials of judicial practice, identifies law enforcement issues arising in the qualification, and establishes proposals for a law executor for each identified issue.

Abstract

The subject of the article is a comparative analysis of the Russian electoral system’s features currently employed in the Russian regional and municipal elections and the predominantly majoritarian electoral system. At the same time, in our opinion, the domestic practice of the majority electoral system cannot be reduced to describing its advantages, such as effectiveness, objectivity, and the ability to hold elections in a single round.
The issue is relevant since the Russian electoral system at the level of the subjects of the Russian Federation is unique, with no similar systems in foreign practice. In addition, there are only a few studies devoted to the issue in question, mainly due to the insufficient generalization of empir-ical data. Moreover, data on two-stage elections conducted in Russia via the website of the Central Election Commission of the Russian Federation in the section “Elections, referendums, and other forms of direct expression of will” is not published.
The article considers the effect of legislative changes and decisions of the Constitutional Court of the Russian Federation on the electoral process. The interrelation between the electoral system and features of the current political regime in Russia is identified. According to the authors’ scientific hypothesis, the existing electoral systems mainly support the existing nature of the hybrid political regime. The authors’ idea of the existing nature of the hybrid political regime is tested on the example of members of representative assemblies of three subjects of the Russian Federation, with a conclu-sion provided. Electoral democracy represents such a state when political competition is manageable and the electoral system is favorable for the dominant position of the party in power. The combination of democratic institutes in Russia today has allowed for the formation of the majority of parties in power in the legislative authorities of the subjects of the Russian Federation. In conclusion, the study suggests using an ideal model of the electoral system according to the Russian setting.
