Abstract
Northern regions are in need of development of a creative class. The author determines the attractiveness of regions for the creative class, including highlighting the attractiveness of the regions of the Far North. The expert evaluation method and the statistical method of information processing were used for this study. The results of the research are the rating of federal districts on the attractiveness of the creative class, groups of regions relative to the attractiveness for the creative class, including the regions of the Far North. Disadvantages affecting the attractiveness of the Far North regions are highlighted.

The development of a new model for managing the efficiency of investments in the human capital of higher education workers is closely linked to the differentiation of their qualification level, areas of activity and the construction of a competitive salary model on the macroeconomic scale. The article addresses the question of absence of import substitution policy necessity under sanctions due to historically formed situation in the Russian market. Despite the advantages of import substitution, it decreases competition and production quality, prevents knowledge exchange with other countries.Russia faced a nondiversification of export, which is a driver of the economic growth and itcannot be significantly increased in the context of protectionism.
